The project aims at evaluating the current sociological, economic, juridical and political transformation concepts for the broadcast sector in Germany.
It will analyse the effects of media change on the conditions of existence of broadcast (radio and television). The technological development and global media platforms let erode the relevance of mass media. Answers have to be found in the domains of constitutional law and media regulation. Some guiding ideas of the German constitutional law for broadcast media follow historical formations of media and society which have already changed and are still dynamically changing. The project will identify the points of intersection at which new, future-oriented regulatory strategies should start.
The organisational structures of broadcast media are oriented at the linear paradigm of programming. A change of the product structure with prioritisation of on-demand content will cause a ground-breaking transformation of broadcast organisations. That will be analysed in a structural overview and along case studies.
The guidelines for broadcast operations and their governance are not adequate for the new tasks. In addition, they are unclear and contradictory. The public value concept of Mark H. Moore with its dimensions legitimation, efficiency and acceptance will be discussed as a possible new guiding scheme for public service media.
The results will be published in the form of a monograph. Intermediate results will be edited for connected studies and made available on the website publicvalue.info.
